I'd wager something else is up between you and Skype. Every single download I do yields the same MD5 for the new release whether by the installer itself or within a browser. As I asked before, can you please mention the needed MD5 right in the download page, so we won't have to dig in the portable EXE to find it?
Anyway, I tried multiple download sites, but only a few of them host Skype themselves, even fewer host the MSI version. I tried American download sites as well as Russian ones. None of them had your MD5. Eventually I had to resort to using Tor and finally could download the direct file from skype.
Your issue is different. Due to your geographic location, you can only get the modded version of Skype for your country with unknown changes to it.
